Windows (64-bit only) CDP Server service (cdp-server service) does not start automatically after an installation or upgrade. RPM upgrades requires require a CDP Server reboot.
Starting the service manually works fine.

The issue has been corrected in CDP 4.2.1. The CDP Server service now starts automatically within 30 seconds of the a completed upgrade or initial reboot.
