You will need a MySQL user that has full root permissions for the MySQL instance in order to complete backup and restore tasks.
There is no way to get MySQL consistency without connecting to MySQL and doing flushes and locking. If you have 25,000 tables or more, this happens very quickly. A new flushing technique was added in Linux Agent 1.48. This technique makes it go fast even on systems that have large MySQL page cache, large file system memory cache, and are write intensive. There are some tricks to it. Again, it takes a MySQL root user to lock and flush all tables. And when it comes to restore, the user must be able to create and move databases and tables.
